Stinging nettles legality.

Is it legal to plant stinging nettles in Utah? I checked noxious weeds lists for utah but it only shows what's already here. This is a plant that I'm very interested in growing, but I don't want to be hit with a fine for it. A bit more info: The plans of growing it are in a container while cutting off all flowers (this is a plant that I don't want growing out of control, for obvious reasons.)
Just to make sure I get a 100% correct answer I would like references if possible.

It is not a weed nor will it ever be! because of its specific growing needs it does not grow out of control. Many people grow it for medicinal use. It grows wild in patches along lakes and streams all over The State. Grow it with caution.
