Big challenge -- need help -- protected area on Bay

I live on the chesapeake bay in the "protected area". I have a steep slope that goes from my house down to the water. I have serious erosion problems. I'm interested in knowing about some plants that will grow in that climate that have a good root system to prevent erosion. I need to use plants that conform with "protected area" regulations. I have what appears to be clay soil on the surface...grass is growing there now but the ground is sluffing down the hill. I don't want to plant trees that will grow higher than about 15 feet because they would block my view of the bay from my deck. I'm on the western side of the bay, so the plants, bushes, trees, etc. will get morning sun...but my house will shade them in the afternoon.

Help! Any suggestions??

Below is a link to a publication by the US Fish and Wildlife Service that gives lots of information on planting around the bay. You can get a printed copy of it by checking with your local cooperative extension office or the F&W Service in your area.

Thanks for the landscaping link!! I appreciate your assistance. Now I have to figure out how large these shrubs or trees will grow. As I mentioned, I don't want to limit my view. I guess I'll need to research the kind of soil and sun that is best also. Maybe one of the university extension services would help. Thanks again.
