Juniper, Blue Pacific, would be your best bet since many perennials are tempermental but possibly ajuga, lavender or catmint are alternatives. Poor soil or not you should still add compost or manure whenever planting.

I use pachysandra, vinca, ajuga, and liriope. My favorite of these is liriope. I think it would do well in your situation. Bear in mind, there is no perfect ground cover. Over time, you will probably have issues with anything you choose.

We sell a lot of lamium and are in zone 5/6. When people see it where we planted a bed in front of one of our greenhouses, it sells itself.

Thank you all for your wonderful suggestions. I apologize for not being more specific. Due to the location of the area where I want to plant groundcover, I think that something that grows no more than 2-3" tall is what I am interested in. I have an area beside my driveway that slopes down to a drainage ditch. I am trying to get something to grow there that will look nice and perhaps help with soil erosion.
