I recently moved to the Radford area and am unable to locate a place to buy any compost. Where I am from, Newport News, I could buy a pick-up truck for $16.00 and it was the best. Any ideas out there in my area?

I think that Radford city has a leaf pickup program - you could call the Dept. of Public Works (731-3605) to see if there is a city mulch pick up program. If they can't answer your question, try your local Extension Agent. They should know where all of the public mulch projects are in SW Virginia.
If you end up needing any really good topsoil, check out Rockydale Quarry in Roanoke. They compost the leaf pick up from Roanoke City and have created a really nice topsoil. I think it's about $20 a pickup load. The stuff is black gold!
