Lavender plants

We are in southwest Virginia and would like to know when is the best time of year to set out new lavender plants.

I prefer to transplant them when dormant, so that would be early spring. Actually, imo, lavendar is pretty good-natured about WHEN they get moved, as long as they have really superb drainage and no prolonged dry spells.
