I'm no expert, but I believe eggs can lie dormant for long periods, and these may have been laid sometime ago, when the conditions were more favourably. I have also read that worms can lay cocoons when their living conditions become unfavourable, so as to keep the species alive through a bad period.

As for adding them to your inside bin, I'd probably put them in a seperate bin / box just till they hatch and are big enough to identify. But I'm just a curious kind of person! lol. I don't think any harm would be done by adding them to an existing bin either.
