Worms congrigating on top of the pile

I was given a 3-tiered GWF about 3 weeks ago. It was already a healthy community of worms. I started a new working tier, and layered it with (from the top down:)

- layer of moist newspaper

- shredded paper

- brown material

- kitchen scraps

I fed them well (maybe over-fed them) when I first go them 3 weeks ago. They seem to have managed it ok, tho I learned my lesson with the kitchen smelled for a couple of days.

Since I've had the system, the worms seemed to be well dispersed. Yet now, many are hanging out on top.

SO - My question: just over the past couple of days, dozens of worms have been amassing on the very top of the top level, on top of the paper. So when I lift the lid, there are ~ 50 worms all grouped together.

- Is this an indication of an imbalance?

- Have the adults found a place to breed, away from the others? (is this their orgy pad?)

- Is this just where they 'rest' between meals?

... what does this *mean*?
