Place in shade!

If your bin is smelly then I think you have put in to much food and have not covered if sufficiently well. Put at least 3 inches of shredded paper, cardboard or other bedding on top and stop feeding for awhile. I would guess the smell will be gone almost immediately if you do this.

I have out door compost piles but I never put my COW bins outside. My first fear for outside bins would be raccoons. You would have to have a very good system of restraint to prevent the raccoons from removing the lids or overturning the tower. Those rascals are strong and resourceful.
