You ever checked that those are flower buds?
They might be insect galls(I'm not sure about this expression)?I once saw something like those on some leaves of Ulmus pumila(Siberian elm) trees(here in Chian) which look quite like some flower buds but actually are insect galls.

Yes,I have seen this many(!) times before...A neat little brain teasing visual trick if you haven't seen that in person before..;
The picture is very nicely detailed enough...The blooms obviously pushed through the leaves from behind it...can y'all see the flower stems leading up to the blooms...;
