Wisteria Suckers

This is a two part Question.
First, how do I keep the suckers from shooting out all over the yard. I planted the wisteria 15 inches from the deck (as per the instructions) now we have to take the side boards off the deck to cut the suckers and runners that are coming up between the floor boards.
Second, what in the world is that stalk coming from the base of the plant - about two inches thick with little pre branches growing on it?
