Pruning Honeysuckle, questions...

It's only February but it's warm more often than it's cold. I am planning on pruning a Honeysuckle that was moved last spring. I moved it without pruning it at all last year, but it really needs it. The bottom of it is pretty bare and I'd like to cut it back to the ground. That is not a problem, right? I'm also wondering if I should cut it back now, because with the warmer temps this winter, a lot of shrubs and vines are starting to show growth.
