Snail Vine vigna caracalla

Hi, I have one plant that needs repotting. After reading posts I think it is a tuber that is half out of the soil.
When I repot do I need to put the whole tuber under the soil or leave the top half out of the soil?
I can see that it has roots on the bottom half and has tried to root on the top half.

My snail vine has done well planted with root underground and green stems above ground. I do cover the vine with mulch that also drains well during the winter. So far it has come back for the 2nd year.
