Morning glories not growing well

I have a wooden lattice against a south / southeast facing wall that gets a decent amount of sunlight until later in the evening. I have grown morning glories with success in another garden in Alberta. Here against my lattice I'm not having any luck.

I plant from seed and most germinate but a lot die off before they even get to 3-4 inches. Very few will start to vine and of these last year I had only 5 blooms! I'm not having much luck with sweet peas either. They are under an eave so one possibility is lack of water but I do water them myself. Any other suggestions? I am willing to try other vines but figured MG or sweet peas were the easiest/cheapest.
