no buds yet on Wysteria or Clematis in Zone 6?

Hi all. I live in NYC (not sure if that's considered zone 6A or B?).

I am starting to see buds appearing on many of the plants on my balcony...on my forsythia, my blueberry shrubs, my barberry shrubs.

But nothing at all yet on either my clematis or forsythia. Is that normal?

Also, this is my first full year with my clematis and forsythia plants. My forsythia I had cut back (by following some instructions I'd found online...) probably in the Fall...I cut it back to something like just over the third 'joint"(?) of each stem?

For my clematis, I had left it exactly as is, so it just has last year's growth which now is naturally all dried out and just hanging there.

Should I be doing any type of Spring-time pruning again to either of these? I'm assuming that with the wysteria, I will see new buds appearing somewhere along each of the main branches.

But for the clematis, since there's no real main branch (just some spindly dried-out branches that are now just hanging off to the side of the pot)....I'm not sure what to expect. Will a new offshoot come up directly from the ground itself?
