I also have a flat wooden privacy fence that I needed to attach vines to. I bought a bunch of those tiny circle hook screws (don't know what they are really called) and used nylon fishing line to create a lattice to hold the vines and allow them to climb. I like that you really can't see any of the vine supports and the screws are so tiny that they don't damage the wood if you remove them.
