I would defintely aim to keep it as a smaller tree/shrub. We're in a totally different zone than you so ours probably grows a bit slower than they do for you. But we do not let them get out of reach of the long-arm pruners. The Chinese one we grow as a sort of large shrubby tree. It had got to be about 10' tall and was getting hard to reach the top. We cut about 12-18" off the top this spring. Any new whippy growth gets cut back to within the framework of the size we want to keep. Pruning those growths back is a weekly chore through the growing season. As is removing root suckers to keep the tree to one main trunk. The Japanese wisteria we also keep short and that one we keep all the branching to the top, removing all growth on the bottom 3-4'. The flower racemes on the JW are long so look best when dangling straight down; the CW flower racemes are shorter so a shrubby shape with branches lower to the ground displays the flowers well.

So, if I were you, I'd hack off and dispose of - the vast majority of what came down, keeping only 8-9' at the base and keep it pruned to a shape and size you can manage.
