Wisteria is one of those plants that confound people. Some have them bloom the first year, then you'll read about others complaining they've waited a decade and still don't have blooms. Without a crystal ball, I don't think anyone can answer your question.

A rooted cutting from a mature, blooming plant should flower quickly. You sometimes see wisterias labelled as 'guaranteed to bloom' - those ones were rooted or grafted (grafted more common...) cuttings from mature, blooming plants. But the main thing you need to do to generate bloom relatively quickly is to prune, prune, prune! And never let root suckers - or suckers from below a graft union - grow because those ones are likely to be from the inferior root stock and may take forever to bloom if they do at all. My Chinese wisteria was a grafted plant. It took five years to produce a spring show but it produced the lesser summer flowers from the first year on. My Japanese one (which appears to be a rooted cutting) was planted in August 2007 and this is the first spring to bloom - the flower racemes are just expanding now. It doesn't have the secondary summer flowers that are fairly common for Chinese ones. Your best be is to look for a grafted plant in a nursery/garden center. The graft union is farly visible at the base of the stem. Look for one where the tag says 'guaranteed to bloom'. And then keep the vine well pruned - I would never grow them as a vine - both of mine are grown in tree/shrub form which makes them easy to control and promotes development of flowering wood.
