Hal's Honey Suckle will hide a broken fence, but it needs full sun and poor soil to bloom properly. I had one, but it was all leaves, due to my conditions. When the fence was fixed I took it out. It will grow fast and cover up in one season. Or you can try pink jasmine, which is actually a white flowered jasmine, that grows fast. It likes a richer soil then Hal's.

Can you grow silver lace vine in your area? It's a fast grower and gets tons of white flowers in the fall.

I would think you can also do black eyed susan vines in your area and have them as a perinnial. Or maybe cypress vines.

Kind of hard for me to suggest since CA does have some strict reculations as to what can be planted, but thought I'd throw in a few suggestions anyway.
