How do I get rid of English Ivy growing uncontrollably?

Is this a losing battle?
I have what I think is English Ivy growing along my fence line. Fence is an ugly chain link so I wouldn't mind covering it, but the ivy strangles anything else including the trees. I'm more interested in vines.

I pull, cut, spray....everything you can imagine and nothing seems to kill it. I think the roots are too extensive (this house and garden were neglected for many years).

Any suggestions on getting rid of it?

I read once that certain types of ivys and climbers should be cut back or removed at certain times of the year because they're not always in growth at the same time. It also said that it's best to try and remove them when they're not in their growth cycle, or should I say, when they're in their dormant period. I thought it was odd too, but hey, the book was right. If you can take a section to a reputable nursery where someone actually knows the plants, they may be able to help you identify which one it is so that you may take it from there.

not english ivy but I've had some luck just cutting the vines in my back yard near their stumps and applying Round-up to both ends. Usually the tops die and I can pull them off the trees easier than when alive. The bottoms, eh, well a month or two later I come back, break off the suckers growing from them and apply more Round-up. Eventually I win. Eventually. And usually I'm careful enough not to kill anything important to me near by.
