Transplanting wisteria

Hi, I have a friend who recently purchased a neglected property that has a wisteria vine growing through some bushes behind a shed. It only has 1 main stem and it is maybe 2-3 inches in diameter and reaches 20ft into the air along a telephone pole guide wire loaded with blooms. Its also twisting through this bush pretty bad. he has given me permission to take it, Im just wonderin 2 things. A: can I cut the main stem at about 7-10ft tall leaving as many leaves as possible and dig up the root ball to move to my house without killing it. and B: if so will it bloom next year or will I have to wait another 7-10 years before it blooms again?
