I think grape buds/branches were killed by frost

Plants are about 2-2.5 feet tall and had several bud covered branches that were almost two feet long. I was going to remove those that did not fill in with growth. When I pruned about 4 weeks ago the branches that I pruned had a lot of green wood, and were soft and pliable. Two weeks ago some buds at the bottom of the plant were growing, with some leaves emerging. About 10 days ago we had some frost. Within a few days none of the buds were showing any growth, and most of the branches had crisped up. I test-pruned several, no more signs of green wood, and only about 1 out of 5 that I pruned now have sap running. Growth of leaves and stems limited to bottom 4 or 5 inches of each plant. Any hope that any of the other buds on the plant will grow anything this year?

This is only their second year, if they won't sprout this year I think I will be better off getting some new ones and replacing them (and I will put these in another spot and see what happens).
