What is this mystery vine? It stinks!

This is a vine that keeps popping up in our landscaping and it's driving me insane. It comes from our neighbor's yard behind the fence. it will seemingly not stop spreading. We stopped pulling them because the smell is absolutely putrid. We now just spray them but they keep coming back. Does anyone know what this is? OR know how to get rid of it once and for all?

Looks like some type of varigated english ivy.

I don't know why ivy would 'stink'. There is no evidence of it climbing either. I suspect it is Houttynia cordata, possibly 'Chamaeleon' which is a spreading perennial, not a vine.
