Creeping fig gets very aggressive and will actually pull pieces of the cinderblock off, eventually. Avoid at all costs.

Use Boston Ivy if you want something that sticks to the cinder block. It is deciduous, but not for long, and gets beautiful fall color.

If you can put up a trellis of some sort, or string wires 12" apart up the wall horizontally, Star Jasmine is an evergreen solution that is well behaved, with fragrant flowers every May.

But for your own sake, skip the creeping fig.

This is Schizophragmae hydrangoides, I think. The Hydrangea Vine, in the form I think is called Moonglow.
Not evergreen, unfortunately.
