get rid of neighbors ivy

How do I get rid of ivy - english and poison - that is coming from the house behind mine. It is forclosed and the bank will do nothing. I can not dig up the roots or any of the things I would do if it were just my property.

Any suggestions?

I would spray it with roundup.

yeah, spray it with NON-DILUTED killex.
Diluted killex does absolutely nothing, Already tried it.
I had a marry ol' time hosing down the neighbours english ivy last year. It died and stopped growing on my fence.
