Variegated Bower Vine, Jasmine Pandorea

Any ideas on how to get this vine to grow?

I planted seeds in early spring and it's only about 2" tall now. It just doesn't seem to grow at all.

I bought my variegated Bower vine in a 4" pot and it grew pretty fast but I started seeds from the standard green variety early this year and they are only about 6" tall. Maybe they take off the second season? I was wondering why my seedlings were growing so slowly too.
