ivy on trees

Our grounds at our condominium have trees with ivy growing up and around them. We removed what ivy we could reach that was on the truck of the tree and the ivy is dying that is up in the tree. How can we rid the ivy that is on the ground around the base of the tree? We were told to pull up as much as we can (which we have done) then to put black plastic over the ivy and then put bark. My question is should the bark be put on top of the plastic or should the plastic be removed then put the bark down? If the plastic if left do we need to put holes in it so that water can get to the tree?
