I am a great fan of Gelsemium sempervivium,like 'Pride of Augusta', but it will grow much taller and require pruning. It also would not bloom in shade.It would, probably,grow thickly enough to hide the view and is evergreen in zone 7.

My best suggestion, (since I am in zone 9... very, very different climate), would be Clematis montana 'Mayleen'.

It can get much larger than 4 feet, (but can be pruned hard), but it can bloom in shade, will live in your zone, (though how evergreen I am not sure), and is fragrant. I love this vine, and I grow very few Clematis now, perhaps a dozen kinds. Passifloras are really my passion, (no pun intended), though they don't really fit your bill.

Be aware, Clematis montana has many, many cultivars, and many of them are not fragrant, and some will not bloom in shade, so be particular about which one you buy. There are others besides 'Mayleen' that may work for you, but be sure to do your research.
