Wisteria on split-rail fence

Does anyone have any advice on whether or not I could grow and train a wisteria (perhaps Blue Moon or Lavender Falls) along a split-rail fence about 3.5 feet tall and 20 feet long in full sun?

Is the fence too low for wisteria?

Are those varieties fragrant?

Would I expect blooms the first year after transplanting a whole plant from a 1 gallon container?
