No buds on one of my Morning Glories

I have 2 Morning glories (both heavenly blue) on 2 different containers. One started blooming few days back and looks good. But the other one has NOT a single bud on it. why is that ? Can I make it develop buds and get it to bloom before winter ?. I live in Seattle area.

If they are both in the same location,planted at the same time and are of the same variety, it would seem odd that one is blooming and not the other. The HB I have here started blooming back around mid August and hasn't stopped yet and I have it in a container also.

Hope someone with more knowledge can help you. The only recommendation I've gotten is using bloom booster (Miracle Grow). Also doesn't some MG's bloom during cooler temps?
