When do I plant a wisteria in the ground?

I have a 1 foot tall wisteria that I picked up for one dollar, growing in a pot. Is it ok to plant this in the ground now, or is it too small? Should I try to winter it over somehow?

In my climate I've been told they are slow starters and not hearty. Anyone have experience growing them in the Detroit area?

My gut says get it in the ground now, and give it a couple of inches of mulch for protection from winter weather.
