I've never grown any from seeds. They are pretty easy to grow from cuttings though.

Cuttings or Layering a vine.
Gelsemium sempervirens or Carolina Yellow Jessamine.
Cuttings:June-October 3000 ppm IBA. peat: perlite,mist root 90 to 100%.
Rooted cuttings transplant readily & continue to grow.

Probably could root the plant anytime of the year.

Absolutely you can direct-sow moonvine! I suggest soaking the seeds overnight, or until they swell and crack, then poking them into loosened soil until they're fingertip-deep. They should pop up in a few days.
