trumpet vine - indian summer wind damage

Hello everyone,

planted a trumpet vine - indian summer in spring 2009; it flowered in the 1st year and was doing great, but by next spring I thought the plant had died because all the topgrowth was dead. I am surrounded by large open farmers fields and I suspect the wind killed the topgrowth so I cut it back to the ground and it grew out again, 3 times it's size but no flowers this year. So first if this plant flowers on current years growth why no flowers. And 2nd would covering it in burlap be helpful or should I just cut it back every spring to ground. this does not sound right to me since it is a woody vine.
