If this violet lives in full sun, why does it need to be germinated in shade? Are these instructions wrong?

The seeds I wintersowed in a baggie (in shade) didn't germinate but the ones I sowed in a baggie when it got warm (in shade) gave me at least one sprout. What's the proper way to germinate these???

Any help or suggestions would be greately appreciated.
