I scanned this plant, so it looks a bit flat, but it looks like a flower except it's coming up in lots of places in my flower garden and I didn't plant it.

Does anyone now if it is a weed or a flower?

It would be better to see a picture of the growing plant than a scan...
Compare what you see in your garden with Conyza canadensis.
