Weed ID: Deep Roots

We have had a certain kind of weed popping up in our garden. It comes out each spring and keeps coming up all year. It breaks off at the root very easily, it's really hard to get rid of. We've tried general weed killer, but that only worked for a while.

It reminds me of little pine trees by the look of it. The sprout everywhere in little tufts. The tufts averages about 3 inches high by the time we notice them and pull them out, but it may get larger.

We tried pulling them out by hand and there are several feet of roots all connected together and most of the plants seem to be connected to the same root structure under ground.

This is a very wet, dark rich soil in this garden sitting on top of mostly rocky clay soil we have in our yard. We don't want to do the newspaper thing to cover the garden because we have perrenials we want to spread out. Please help us identify this Weed!
