preventing weeds on newly cleared ground

I have an area of my yard that despite being covered in bark chips had lots of grass poking through. I pulled as many as I could from the roots, and cleared all the old covering along with about a half inch of the topsoil.

I want to plant some dwarf fruit trees, shrubs, succulents and bedding plants - what's the best way to prep the area before I plant to stop further grass/weeds?
