Seed or weed pre-emergent?

I have a lot of bare spots in my yard. Last summer I had a major weed problem, which I got under control using a few applications of Scotts liquid turfbuilder with plus 2 weed control. I started in late spring and missed my window for crabgrass control. My big question is, can I put down a crabgrass/weed pre-emergent now and still seed this spring? If so what is a good weed control product that will take care of the crabgrass? It seems like the liquid that I used last summer worked a lot better than the dry. Also, due to all of the bare spots, my lawn is very lumpy. Will new grass growth fix this problem or should I fill in the bare spots with topsoil before i seed? Thanks, I know this is a lot for a first timer!

    Corn Gluten Meal will not only work quite well as a pre emergent but will add Nitrogen to your soil as well as organic matter.
