Grandma needs help fighting perrenial weed

I have some sort of tall(5ft+) grass in my vegetable garden. It has large roots that look like Bermuda grass on steroids. The segmented roots are aprox 1/4-1/2 inch wide and can grow as long as a foot or more.The grass sprouts up in the spring and dies in the fall. Roundup will kill the top, but it will re sprout. I can't find anything like a nut on the roots. This grass is seen growing in ditches and along rice fields here in N. CA. I am desperate! I am 68 years old, with arthritis, and I am out there with a pickax trying to dig it up. I am afraid that if I miss any bits of root, it will sprout. This is growing in beds that were made lasagna style, cardboard, well aged horse manure and compost. I just can't dig up all my garden to start again and I need this garden to provide food for myself,my 83yo DH and disabled son.

Could I spread out weed block fabric over my beds keep the weeds from coming back, or will they just grow through it?
