Can you spray the weeds with round up? If so spray just the weeds that you want to kill and it will kill them to the root. Should make it easier to pull them out. If you have any roots left behind it shouldn't be a problem. Spray them once. You don't have to soak them just make sure that at least half of the plant is wet. Then in 3-4 days if it is still green spray again.

Difficult to say for sure but that does look like Quack Grass. Spraying glyphosate products will kill off everything and also do serious harm to the environment according to studies done by other then the manufacturers.
The only sure method I have found to control Quack Grass is to dig it out, rhizomes and all.
