Grass in the Flower Beds

I wonder if there is a fool proof way to deal with a grass infestation. I'm not sure whether to go with chemicals or manual labor.

I have one fairly deep perennial border that gets infested with grass every single year. At one time, it had carnations, armeria, and other low-lying perennials that prevented me from getting to all the grass.

Now it's early spring and I've been digging around trying to make a dent in the massive root infrastructure. I've decided I would rather lose the perennials than have the grass problem, so I'm willing to dig everything up if necessaryÂalthough I've already lost a good number of plants that couldn't compete with the grass.

So my question is this - do I wait for the blades of grass to develop so I can hit it all with Round Up? Or am I better off loosening the soil with a spade and digging up all the grass roots by hand? Or is there some other product I can use?
