converting small plateau to lawn

1/3rd my backyard is a small plateau.
It used to be a vegetable garden 11 yrs ago.
Its been nothing since...
My Pool, Greenhouse and Shed is on this plateau.
I want to plant grass for the time being.
I have cleared the plateau of small saplings, branches (from the oak tree) and large weeds, all thats left is drug crunchies and leaves and small weeds I could not pull.
What is my next step?
I know I need to rake and bag the dry stuff but what next?
Can I just spread seed and will regular mowing take care of weeds?
Help?
