Ultimate weed problem and a catch 22

Hello all.

I'm a gardening amateur to say the least but I thought that planting a few vegetables would be damn right easy. In the bed, with regards to my picture posted, I planted three rows of spring onions from the too right to two rows of radishes on the top left. In the bottom left I planted three rows of cauliflowers and the bottom half right, two rows of carrots.

However, as you can see the patch is absolutely littered with weeds, I'm not even sure what they are, is it chickweed? Anyway, all the weed seedlings are coming up through and I presume so are the vegetable seedlings aswell. But, I can't tell the difference so that I can de weed the bed without possibly damaging vegetable seedlings.

In addition to this on the 27/03/2012 I planted the radishes yet fine the date today almost a month on and I've ginned them out, nothing's grown! What's going on. Is this soil just prone to weed and can that wine changed by digging in something perhaps. I'm not sure. a HELPPP.
