Bermuda Grass Situation

Hi,
I was hoping someone here could help me out. I don't have a lot of gardening experience but am trying to learn. I removed a bunch of rose bushes that were next to the fence line last year because they were too fussy for me to handle. Our yard has the worst bermuda grass problem, and so right now in the flower bed it's basically a dense, tangled-up wad of bermuda grass. Combined with that, the previous homeowner had put down some kind of weed barrier down that the grass has grown through and there are parts of it I can't even pull up it's so matted and tangled. At this point I just want to salt the earth. How can I get in there and make this right and a nice place to grow some plants? I tried to get in there and weed by hand but it's clear that's not going to cut it in this situation. Any advice would truly be appreciated. Thank you.
