Corn gluten not working now what?

Please bare with me. I'm new at this.

To prevent weeds a local nursery recommended corn gluten. $60 later we watch in hopes that we see less weed in the back yard. Well, needless to say I've been pulling up hundreds of weeds during the last two days.

I understand that corn gluten can work if under the right conditions. It was cold and rainy after we put it down, so could have lost it's affect.

Now after pulling up all the weeds, can I just lay down new soil and spread grass fertilizers or I have to wait for all the corn gluten to disappear before doing this?

I just need to do something to get my lawn in better shape.

When was the Corn Gluten applied?
Was this applied before those "weed" seeds germinated?
As a general rule of thumb CGM is supposed to be applied about the time the Forsythia blossom, but around here the Dandelions were in blossom before the Forsythia was.
After about 6 weeks CGM becomes a nutrient source instead of a growth inhibitor, so putting more "soil" down probably would not be necessary.
