HUGE chickweed problem

so i've read about covering up chickweed with newspaper etc but mine is right in my flower bed. and it's pretty much the ENTIRE flower bed. right now i only have a few plants because it's pretty big and the perennials cost quite a bit to get.

my question is how do i get rid of it without accidentally inhibiting the growth of the perennials? and if i put down bark etc how is ground cover going to spread?

and from what i read, chickweed can stay for years even when covered. i'm not quite sure how to cover it up and then be able to plant new plants and have them come up the next year.

is there anything i can put on it that will kill it without killing my other plants?

unfortunately preen is not sold in canada :p.
