Help Identifying/Treating

I live in the Saint Louis metropolitan area and have been battling this weed in a specific 150 square foot section of my yard for eight years now. I've tried basically everything outside of scorching the ground and starting over from scratch.
First can anyone please help identifying what weed this is?
Second, any thoughts on treating to permanently remove it?
