Dense weed in Wis. vegetable garden

I'm hoping someone here can identify this very hard to remove plant in my backyard. The previous owners had let a huge patch of the yard become completely over run with weeds (roughly a 15 x 30 foot area). We've tilled, mulched and put in some weed blocker but we're battling a ton of lambs quarters, dandelions, thistles, various grasses, violets, goldenrod and probably a few others.
And this sucker, who has popped up in a few places. A dense group of broad leaves, thick stems, so far no signs of flowers. I hacked at some of them with shears before digging them out (almost invisible sticky/itch-inducing hairs cover the leaves and stem) and they oozed. I tried digging them out and mostly succeeded in breaking the thick tuberous roots-- very deep and wide. Almost remind me of potatoes.
