Can anybody please tell me whether the photo is a weed or some other plant. thanks

All "weeds" are plants, wild flowers. Whether what you have is a plant you do not want growing where you do not want it growing, which makes it a "weed", can only be determined by you.
Apparently most of what we term "weeds" are wild flowers that are an essential part of the diet of many of our pollinators.

Are you expecting other 'good plants' to show up in your bed? Whatever it is, there's a lot of them!

These look like seedlings from those white daisies nearby. They will produce flowers next year. Deadhead your daisies before they set seed to prevent this.

Definitely shasta daisy seedlings. They are aggressive spreaders, deadheading will help...
