We recently bought our first house (Fresno, CA ag zone 9), and along with it come all sorts of new joys like killing this weed that won't die. Every time I pull it up, it just keeps coming back. It sends out runners and seems to root again and keep going. It has some thorns at the main "vines." It seems to go very deep and I am not sure I am always getting it all out. Also, there is a part that seems to come from under the fence from the neighbor's yard.

What is it and how do I get rid of it for good?
