Cover crop to follow Scotch Broom removal?

We're about to remove about 3 acres of Scotch Broom on new land we've bought to farm in Southwest Washington. I've heard the seeds can survive for as long as 80 years! Can anyone recommend a good cover crop to plant, that might make it easier to suffocate out the Scotch Broom that tries to pop up? Since we plan to become certified organic, can not use toxic/synthetic materials, and we plan to plant this coming spring.
